The Swiss Cultural Programme works with two lines of action: Cooperation Projects and Small Actions.

Cooperation Projects

Cooperation projects are projects with a mid-term timescale and a broader range of activities, goals and beneficiaries. These projects are planned jointly with a local partner organisation and strive for significant impact on the countries cultural situation. If required, technical and organizational assistance is provided. Such projects can be planned and implemented in conjunction with other specialised local and/or Swiss organisations and experts.

The cooperation projects are identified by our local office, in cooperation with the Programme Direction. The decision on the support of cooperation projects is taken jointly by Pro Helvetia head office and the Swiss Agency for Development and Cooperation.

A Different View – Documentary Photography Project is a Cooperation Project lead by the Macedonian Centre for Photography (MCP) from Skopje, dedicated to the overall development of the medium of Photography and elevation of the public awareness for the actual social problems in the Macedonian society through professional photography trainings, active support of the documentary photographic production and its presentation in a manner that incites critical debate on social issues in Macedonia.
The activities of the project will include wide range of photography trainings and documentary photography productions, as well as Capacity building activities (including organisational development activities for the project) for a period of three years (April 2007 – March 2010).

small door / Community Culture Initiatives is a joint three year long project (2004-7) of the Centre for Balkan Cooperation LOJA from Tetovo and Contemporary Art Centre from Skopje, dedicated to the improvement of cultural and social life and interethnic relationships in the city of Tetovo and western Macedonia. With the establishment of a Multimedia Arts Centre and field activities in the rural regions the project will establish the preconditions for cultural production and cultural animation which will involve the creative individuals and the groups, the cultural organizations and the institutions and all ethnic, religious and social communities in this region.

Confluent Margins is a three year long project (2003-6) dedicated to enhance the cultural production on local level, cultural exchange between the cities in Macedonia and cultural collaboration of different institutions, both governmental and non-governmental, as well as creative and artistic groups and individuals. The project especially targets the young, neglected, creative and innovative artists and intellectuals of different ethnic, cultural and social background.

Call for Regional Cooperation Project Concepts



The Swiss Cultural Programme (SCP) is run by Pro Helvetia, the Swiss Arts Council, upon mandate of the Swiss Agency for Development and Cooperation SDC, Federal Department of Foreign Affairs. The SCP supports activities in the field of culture and arts. It has entered a new and final phase lasting from 2008 to 2012. Its focus is on regional cooperation projects in the Western Balkans with Albania, Bosnia and Herzegovina, Kosovo, Macedonia and Serbia as priority countries. From July 2008 SCP is managed by a Regional Office in Sarajevo.

The overall goals of the Swiss Cultural Programme are to contribute to the promotion of democracy and freedom of expression, to conflict resolution, to intercultural cooperation and respect for minorities. The programme fosters regional cooperation through capacity building, empowerment and promotion of cultural initiatives and organisations, which offer innovative and diversified cultural services and products. Its thematic priorities include youth, gender equity and the creation of structures for broad cultural participation while taking into account good governance principles.

The Swiss Cultural Programme announces an open call for submitting concepts for Regional Cooperation Projects.

Invited for Participation are the following Actors:

§   cultural organisations, initiatives, networks and/or associations from Albania, Bosnia and Herzegovina, Kosovo, Macedonia and Serbia, both from the public and the non-governmental sector. Applicants from Montenegro – which is not a priority country for SDC – are entitled to submit concepts under certain conditions mentioned in the guidelines. 

The submitted Project Concepts have to:

§   have a regional orientation by involving organizations from at least two of the above mentioned countries
§   contribute to the development of culture and arts in the field in which they are operating
§   offer innovative approach and diversified services and products
§   aim at improving the situation in the region by strengthening culture and cultural life as an essential element of a participatory, open and dynamic civil society
§   be of relevance within the regional context of the Western Balkans

Deadline for submission of concepts is September 1, 2008. Later applications will not be taken into consideration. Applicants will be notified by email that their submitted concept has been received.

The SCP’s Regional Steering Committee will select the concepts to be developed further into project proposals at its meeting end of September 2008.
